2016 Mass Meeting of the Salem Republican Committee of the Republican Party of Virginia
As Chair of the Salem Republican Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Stuart Bain, do hereby issue this call for a Mass Meeting to be held at the Salem Civic Center, located at 1001 Roanoke Boulevard, Salem, VA or an alternative location starting at 7:00 p.m. local time on February 18th, 2016 for the following purposes:
- Electing up to three Republican Party nominees for Salem City Council;
- Electing the Salem Republican Committee Chair for the 2016-2018 term;
- Electing members of the Salem Republican Committee for the 2016-2018 term;
- Electing up to 225 Delegates and an equal number of Alternates to the Republican Party of Virginia Quadrennial Convention, commencing at 2:30 p.m. local time on April 29, 2016 and ending on April 30, 2016 at the Convocation Center of James Madison University located at 895 University Boulevard, Harrisonburg, VA or an alternative location, for the following purposes:
- Electing 13 At-Large Delegates and 13 At-Large Alternate Delegates to the Republican National Convention to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, Ohio or an alternative location;
- Nominating two Electors At-large to be voted for in the presidential election on November 8, 2016;
- Electing the Chairman of the Republican Party of Virginia for the 2016-2020 term; and
- Electing a Republican National Committeeman and a Republican National Committeewoman;
- Electing up to 225 Delegates and an equal number of Alternates to the Ninth District Republican Convention, to be held on April 9, 2016at George Wythe High School, 1 Maroon Way, Wytheville, Virginia or an alternative location, starting at 10:00 a.m. local time, for the following purposes:
- Electing three National Delegates and three National Alternate Delegates to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, Ohio or its alternative location from the Ninth Congressional District of Virginia to the Republican National Convention;
- Nominating one Elector from the Ninth Congressional District of Virginia to be voted for in the presidential election on November 8, 2016;
- Electing the Chairman for the Ninth Congressional District of the Republican Party of Virginia for the 2016-2018 term; and
- Electing three members to the State Central Committee from the Ninth Congressional District for the 2016-2020 term; and
- For the transaction of such other business as may properly come before the Mass Meeting.
Qualifications for Participation
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.
A voter who, subsequent to making a statement of intent, publicly supports a candidate in opposition to a Republican nominee shall not be qualified for participation in party actions for a period of four years.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party within the last five years. A single exception shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five years.

Candidates for election as the Republican Party nominee for Salem City Council must pre-file a written statement of their intent on a form provided by the Committee to Salem Republican Committee, PO Box 151, Salem, VA 24153 or by physical delivery to the Committee Secretary at 3041 Golf Colony Drive, Salem, VA, which must be received not later than 12:00 p.m. on February 10th, 2016. Postmarks do not govern. Candidates for the Republican Party nominee for Salem City Council shall include a $100.00 check to the Salem Republican Committee when they submit their written statement. Candidate filing forms are available at www.SalemRepublicans.com or upon request from the Committee Chair or Secretary.

Candidates for election as Salem Republican Committee Chair must pre-file a written statement of their intent on a form provided by the Committee to Salem Republican Committee, PO Box 151, Salem, VA 24153 or by physical delivery to the Committee Secretary at 3041 Golf Colony Drive, Salem, VA, which must be received not later than 12:00 p.m. on February 10th, 2016. Postmarks do not govern. Candidates for Salem Republican Party Chairman shall include a $100.00 check to the Salem Republican Committee when they submit their written statement. Delegate or Alternate to the Republican Party of Virginia State Convention

Delegate or Alternate to the Ninth Congressional District Convention

Member of the Salem Republican Committee
Candidates for election as a member of the Salem Republican Committee must pre-file a written statement of their intent on a form provided by the Committee to the Salem Republican Committee, PO Box 151, Salem, VA 24153 or by physical delivery to the Committee Secretary at 3041 Golf Colony Drive, Salem, VA, which must be received not later than 12:00 p.m. on February 10th, 2016. Postmarks do not govern. Candidates for Salem Republican Party Committee shall include a $20.00 check for their 2016 member dues to the Salem Republican Committee when they submit their written statement. Registration and Additional Information
Registration for mass meeting participants will begin at 6:00 p.m. and close at the start of the Mass Meeting. Participants may register in advance by mailing a registration form to PO Box 151, Salem, VA 24153 or by physical delivery to the Committee Secretary at 3041 Golf Colony Drive, Salem, VA not later than 12:00 p.m. on February 10th, 2016. Registration forms are available at www.SalemRepublicans.com or upon request from the Committee Chair or Secretary.
No nominations or resolutions may be presented from the floor of the Mass Meeting.

Voluntary Registration Fees
Delegates and Alternates to the State Convention Registration
A voluntary registration fee of $35 (for the Republican Party of Virginia) is requested of each delegate or alternate delegate to the State convention. The voluntary registration fee of $35 can be submitted to the Salem Republican Committee with your delegate filing form or at the Mass Meeting on Thursday, February 18th, 2016.
Delegates and Alternates to the 9th District Convention
The Ninth Congressional District Convention delegates and alternates are requested, but not required to pay a voluntary fee of $10.00. This voluntary fee will be paid either to the Salem Republican Committee, who will forward it to the 9th District Committee, or the fee can be paid by the individual at the Convention during registration. Voluntary fees collected will be used to assist with the cost and expenses of holding the Convention. Failure to pay the voluntary registration fee will not result in the disqualification of delegate or alternate delegate. Please make checks payable to the 9th District Republican Committee.

A full copy of this Call shall be posted on the committee website at www.SalemRepublicans.com and the Republican Party of Virginia website www.RPV.org. It will also be made available upon written request to the Committee Chair or Secretary.
